Project Update April 30, 2008
The construction on Phase Two began in March 2008 at the Sierra College-Nevada County Campus. In early March, the entire construction site was fenced for security and safety purposes and the required Erosion Control Plan was put into place. The construction trailers were also moved on site.
The site work is well under way with tree removal being completed first. Tree removal was limited to the area and were below the existing Science building down to Robert Ross Way and to the west over to the current F-Building as well as over to the east to the L-Building. The two dirt mounds in front of L-Building and M-Building have also been removed in anticipation of landscape and hardscape – to be completed toward the end of the project – which will open up the upper quad for outdoor learning and student study space.
The 4” main irrigation line has been installed from the service road. The electrical contractor is in the process of installing the electrical lines to supply power for the pond pumps. The temporary buildings which support the 2-D and 3-D art programs have been relocated along with the gas line and propane tank installed for the art classes.
The I-Building pad is now built, along with the sewer line and manhole installed off I-Building pads. S-Building sewer line and the manhole are also now installed. New Building F pad is being built.
The District is working with Turner Construction on a planned utilities shut down on May 12th-16th to include current F, M and S buildings in order to relocate all underground utilities that interfere with the building of E-pad.
The plumbing contractor is starting to install the underground hydronic lines along F-Building. This work will continue over the next couple of weeks.
The District is still waiting for at least 80 degree weather before the biological studies can be completed for the site where the Public Safety Training Center will be located. This study must be done prior to commencing site work on that project.

Measure G (Western Nevada County Campus Area)
Voters of the School Facilities Improvement District Number 2 (Western Nevada County Campus Area) of the Sierra Joint Community College District authorized the issuance of $44,400,000 in bonds at the November 2, 2004 General Election with a 59.7% affirmative vote. The bond funds are to be used ‘to prepare Western Nevada County area students for jobs/four-year colleges, provide for lifelong learning, and accommodate increasing enrollment by acquiring, constructing, equipping, repairing buildings, sites, classrooms, labs, and libraries. The District sold the first issue, Series A bonds for a total of $18,000,000 on April 21, 2005, with an interest rate of 4.83%. Two additional series are expected to be issued in 2008 and 2010, respectively.
The Board of Trustees evaluated the District’s urgent and critical facility needs in the Nevada County area, including safety issues, enrollment growth and computer technology, in developing the scope of projects to be funded in the Nevada County area, as outlined in the Sierra College Facilities Master Plan 2015, approved by the Board of Trustees on October 14, 2003. In developing the scope of projects the faculty, staff and students have prioritized the key health and safety needs so the most critical needs are addressed. The Board conducted independent facilities evaluations and received public input and review in developing the scope of college facility projects to be funded. The result is the Measure G Bond Program.
Citizens' Oversight Committee
The Projects to be financed by the Improvement District include the following:
- Repair, Upgrade, Expand, Equip Classrooms, Science and Computer labs, Campus Center, Instructional Facilities:
- Upgrade and increase classroom capacity for general education, including math, english, science, computer study, public safety, nursing, fine and performing arts, physical and health education
- Technology Upgrades:
- Expand computer technology and telecommunications systems, reconfigure, upgrade and increase size of computer labs.
- Expand Firefighting and Police Training Grounds to improve Fire/Life Safety Training.
- Site, Accessibility:
- Upgrade physical plant and maintenance yard to support growing campus; improve pedestrian access routes.
- Repair, Renovate, Equip and/or Expand Student Services Building:
- Expand and upgrade student services center to include academic advisement center, study areas, counseling rooms, job and college transfer counseling, computer hook-ups, and other student support.
Listed projects will be completed as needed. Each project is assumed to include its share of furniture, equipment, architectural, engineering, and similar planning costs, construction management, and a customary contingency for unforeseen design and construction costs. The allocation of bond proceeds will be affected by the District’s receipt of State bond funds and the final costs of each project. The budget for each project is an estimate and may be affected by factors beyond the District’s control. The fnal cost of each project will be determined as plans are finalized, construction bids are awarded, and projects are completed.
