The District encourages all individuals to report misconduct to any District employee. Under Title IX, the District is required to take immediate and corrective action if a “mandated reporter” knew or, in the exercise of reasonable care, should have known about sexual or gender-based harassment that creates a hostile environment. These actions include:

  • Stopping the conduct
  • Preventing its re-occurrence
  • Remedying its effects
  • Providing care and support for the reporting person
  • Taking steps to ensure the safety and security of our community

The District considers all employees “mandated reporters” (with the exception of counselors at the Counseling Center, family nurse practitioners and licensed therapists at the Health Center) and as such, are required to share a report of misconduct with the Title IX Coordinator or a member of the Title IX CARE team (“Advocate”). An Advocate, under the guidance of the Title IX Coordinator, will conduct an initial assessment of the conduct, the Complainant’s expressed preferences, if any, as to course of action, and the necessity for any interim remedies or accommodations to protect the safety of the Complainant or the community.

You are not a counselor or an investigator and no one is asking or expecting you to perform these duties. You are the bridge to connect students to campus and community support. Acknowledge the boundaries of your relationship with this student while helping the student access the resources and assistance which offer the best support and care. Offer to walk the student over to the Counseling Center, Student Health Center or to Campus Security for further assistance.

If someone reports sexual misconduct to you … Act

As a member of the District community, a student may approach you regarding being the recipient of unwelcome sexual contact, or having knowledge regarding another student in this situation. It is important to provide support to a survivor of sexual assault and to also refer this person to Title IX CARE Office. These steps are designed to help you best support and inform someone of the resources available to assist with the person’s physical and emotional needs.

Recognize it can be an enormous step for someone to talk with another person about a sexual assault and this person has placed trust in you by revealing the experience.

However, it is important to inform the student you are mandated to report any information the student reports to you. The following statement is suggested to have available to inform the student:

“I need to tell you that I am considered a mandated reporter. I must inform the district that an incident has occurred. I don’t want to scare or intimidate you, but your personal safety and overall health is our number one concern. The reason we do this report is to make sure you are able to get all the help and support you need. If you do not want details of what occurred reported or are not interested in making a complaint at this time, you have the right to maintain your privacy. I will only report what you confide in me. If you prefer to speak with someone confidentially, I would be happy to help you get in touch with an Advocate in the title IX CARE Office. They are confidential employees, not obligated to report any details to the district.”

Given the trust the student has placed in you, please respect the student’s privacy. Do not share the student’s experience with others except for an Advocate from the CARE Team, the Title IX Coordinator or police investigator.

Listen and believe the student. Inform the student of reporting options. You can assure the student that no records or reports of sexual assault are kept in the student’s permanent academic records.

Not only is it our ethical responsibility to respond in a comprehensive and supportive way, it is our legal responsibility.

If a Student is in Distress

  • Listen non-judgmentally. Accept the experience as the student describes it. Articulate clearly that you believe the student and you want to provide support in any way that you can
  • Validate the student’s feelings.
  • Assure the student that it is not their fault. Self-blame is common among victims of sexual violence.
  • Do not make judgmental comments. Do not comment on what could have been done differently or make statements that imply that the student could have avoided the harassment or assault.
  • Be empathetic. However, do not let your own emotions get in the way of supporting the student.
  • Discuss options. Show them the sexual harassment policy and give them the brochure on sexual misconduct.
  • Get support for yourself. Do not hesitate to seek advice from individuals who are in a position to help. It is not necessary to give names or details of the incident to get initial support and to learn more about options. Some options for help include Employee Assistance Resources in Human Resources.

Determine if the survivor is safe

  • Ask the victim if they would feel comfortable with your calling Campus Security or 911.
  • Determine if the victim wants or needs medical intervention.
  • It is the victim’s decision whether or not they receive intervention. Your role is to inform them of their options, which include:
    • Visiting the Counseling Center for an immediate appointment (during business hours)
    • Transporting via a friend or family member to a local hospital
    • Calling Campus Security for transport to a medical facility

Provide the option for the survivor to report the sexual assault

  • Local Police
  • Campus Security
  • Human Resources

Make a report to the Title IX Team

NOTE: Investigations of sexual assault and sexual harassment incidents are not your responsibility. Trained individuals will talk with the survivor and the alleged perpetrator as well as friends and colleagues to gather information.

Campus Resources

Title IX Campus Advocates

Professional, master’s level counselors provide free, confidential, short-term counseling and crisis intervention services to help students who have experienced sexual assault or misconduct. Counselors help survivors manage their emotions, identify their options, reach decisions on next steps, and connect with appropriate resources. If you are in crisis, please let the reception staff know so that a counseling appointment can be arranged as quickly as possible. The information you share with professional counselors during your counseling appointment is confidential to the extent allowed by law, unless there is immediate risk of harm to self or others.

Student Health Services

Licensed therapists and family nurse practitioners provide free and confidential services to help students who have experienced sexual assault or misconduct. The information you share with the licensed therapists and family nurse practitioners during your appointment is confidential to the extent allowed by law, unless there is immediate risk of harm to self or others. Therapists provide information, short term mental health counseling, and referral to on and off-campus resources.

CARE (Concern, Assessment, Response, Evaluation) Team

The Sierra College CARE Team is a cross-disciplinary intervention workgroup that works to identify, reach out to, and assist students in crisis or distress. Any Sierra College employee can contact the CARE Team to obtain help for a Sierra College student. Contact Health Services on the Rocklin Campus.
