In addition, the College follows Administrative Procedure 3415 regarding immigration enforcement activity on campus. Sierra College does not participate in immigration enforcement activities and does not share student or employee information unless legally required.
If Immigration Enforcement Is Present on Campus

If a space is open to anyone, including members of the general public (for example, a reception area or lobby), what type of space is it? Spaces that are open to the general public are considered public spaces. Immigration enforcement officers may be present in public areas without special permission. However, campus employees should still direct immigration enforcement officers to Sierra College Community Safety before engaging with them or providing any assistance.
Is posting signage a good idea?
The district generally discourages posting signage that could interfere with law enforcement activity or create confusion during an enforcement situation. Instead, the district emphasizes training, preparation, and providing individuals with “Know Your Rights” information rather than relying on signage.
Sierra College does not participate in immigration enforcement activities or share student or employee information with authorities unless legally required to do so.
Sierra College’s Administrative Procedure 3415 establishes protocols for interactions between Sierra employees and immigration authorities. AP 3415 was last updated in December 2025 to adhere to new laws enacted by the State of California. In general, AP 3415 directs personnel to limit communication, observe prohibitions on disclosing personal information of students or staff, refrain from acts of obstruction, and immediately notify Sierra College Community Safety to handle interactions with immigration authorities.
Following Administrative Procedure 3415 helps protect our students, employees, and the broader campus community while ensuring the college responds consistently and appropriately.
Please notify the Sierra College Community Safety Team immediately at (916) 660-7120. Personnel are advised not to directly engage with immigration authorities and, if engaged, limit interaction and information. As a reminder, the public spaces on campus are open to anyone, including spaces such as lobbies, reception areas, and outdoor walkways.
If district or college administration or Community Safety become aware of ICE or another federal agency on campus, Community Safety will notify the campus community using email, posting to website and the ALERTUS notification system.
Personnel are not expected to intervene, interpret documents, or manage enforcement activity. Nor should they engage in confrontational, obstructive or evasive activities, which could be punishable under federal law.
Remain calm and avoid engaging beyond basic communication. Employees should clearly state, “I’m not authorized to provide information,” and immediately refer immigration enforcement authorities to Sierra College Community Safety. Employees may not disclose personal, educational, or employment information about students or staff, which is protected by federal and state laws.
Employees must not attempt to evaluate or interpret the warrant. Immediately contact Sierra College Community Safety, who will verify the document and provide direction.
Do not physically interfere. State “I do not consent,” step aside, and immediately notify Sierra College Community Safety. Per AP 3415, Community Safety will document and elevate the situation.
Individuals generally have the right to record interactions in public spaces as long as they do not interfere with law enforcement activity. Recording should be done calmly, prioritizing safety, and without obstructing officers.
Obstruction may include physically blocking officers, providing false information, hiding individuals, or helping someone evade law enforcement. Employees should remain calm, avoid confrontation, and defer all immigration enforcement interactions to Sierra College Community Safety.
No. Administrative Procedure 3415 clearly states: “District personnel should not attempt to physically interfere with an officer, even if the officer appears to be acting without consent or exceeding the authorization given under a warrant or other document.”
Employees must not help individuals hide or evade immigration enforcement. You may calmy inform them of their constitutional rights (such as the right to remain silent) and must immediately contact Sierra College Community Safety for guidance. View the Know Your Rights document.
Obstructing federal authorities or assisting someone in evading immigration enforcement violates District policy and is punishable as a felony crime under federal law. Following Administrative Procedure 3415 helps ensure our students, employees, and campus community are supported through a safe, coordinated, and legally appropriate response.
